Dr. Kenneth E. Summers supported the intelligence community for 48 years in a variety of disciplines. When he started he was developing Mission Planning and Mission Analysis software for the Air Force. He received numerous awards and letters of appreciation and commendation. In his next discipline he designed signal tracking hardware/software and signal analysis hardware/software. Some of these developments, or improved developments, are still in use today In his next position he was a NIPR overseeing the development of Command and Control, Mission Support and Mission Analysis software for a major satellite program for the NRO. He continued in the position until he was transitioned in to satellite software integration, test and verification. In this capacity he over saw the integration, test and verification of the ground software that had been developed with the satellite prior to shipping the satellite to the launch facility. He then transferred to the Ground Directorate where he was part of a team that installed the new software and hardware at an overseas facility to handle the CCT and MS MA software and hardware for a new generation of satellites. Several of these satellites are still in operation today. He continued in this capacity overseeing the upgrade of the hardware and software for several other facilities
Dr. Summers was then selected to be part of a team to design the next generation of satellites with complete replacement of the current hardware and software at the ground stations. He continued in the capacity until his retirement in 2014. The ground stations had been upgraded but the first of the new generation of satellites had not been launched. Dr. Summers received the “NRO Directors Team Award” for his participation.
At his retirement Dr. Summers received letters of appreciation from the site managers, a letter of appreciation from the Director of SIGINT for” Lifetime Achievement” and the “Distinguished Service Award” from the Director of the NRO.
